Department of Defense (DOD) and Defense Logistics Agency (DLA)
The Defense Logistics Agency (DLA) is the largest U.S. Dept. of Defense Agency and is the centralized agency for most Defense purchases. DLA supports defense procurement through its Headquarters, 4 Defense Supply Centers, a Defense Distribution Center (DDC) and 3 Service Centers.

The Department of Defenses accounts for over $300 billion in Federal spending annually or approximately 70% of all of the government´s total procurement dollars. The Defense uses various methods of procurement including GSA Schedules but they also have their own Federal Government on-line shopping site called DOD e-Mall. Unlike GSA Advantage however, the information posted at e-Mall is more restrictive and may require a password to access.
Like GSA´s e-Buy online quote tool, the Department of Defense has their own on-line quote tool called DIBBS (Defense Internet Billboard System).
Most all of the requests for quote generated from DIBBS are for approved product specifications set up in the Defense computer system under a National Stock Number (NSN). NSNs are an essential part of the military's logistics supply chain used in managing, moving, storing, and disposing of material.
A National Stock Number is simply the official label applied to an item of supply that is repeatedly procured, stocked, stored, issued, and used throughout the federal supply system. The use of NSN´s facilitates the standardization of item names, supply language, characteristics and management data and aids in reducing duplicate items in the federal inventory. The NSN is 13 characters with a series of numbers that identify a unique item. The first 4 digits of an NSN for example refer to a Federal Supply Code (FSC) and like GSA Schedules, groups similar products into a category.
