The Department of Energy's Federal Energy Management Program (FEMP) exists to facilitate the Federal Government's implementation of sound, cost-effective, energy management and investment practices to enhance the nation's energy security and environmental stewardship. FEMP provides assistance through project transaction services, applied technology services, and decisions support services.

These service areas help federal agencies:

• Meet energy goals and regulatory requirements
• Purchase energy efficient products
• Manage energy efficient and alternative fuel vehicles
• Cultivate change to embrace energy efficiency and renewable energy
• Design, operate and maintain high performance buildings
• Deploy renewable energy technologies
• Finance and contract assistance for energy projects
• Inventory and manage greenhouse gases

Executive Order 13123 requires federal agencies to reduce water consumption, and its associated energy use, in their facilities. Federal Acquisition Regulations (FAR) Subpart 23.2 requires that agencies acquire water saving products designated by FEMP as being among the top 25 percent for equivalent products.

FEMP creates purchasing specifications to help Federal Buyers comply with procurement requirements for water saving efficiency. Bradley faucets and Lavatory Systems are designed to meet and exceed the FEMP specifications for Plumbing Fixtures.
